De stad Mechelen stelt samen met Eandis de eerste laadpalen voor elektrische voertuigen ter beschikking ter hoogte van de Veemarkt. Dit oplaadeiland kan gebruikt worden door wagens en door tweewielers. Het oplaadeiland werd gerealiseerd in samenwerking met Eandis, het exploitatiebedrijf van de Vlaamse gemengde distributienetbeheerders voor elektriciteit en aardgas, met de partners binnen EVA (Elektrische Voertuigen in Actie) en met steun van de Vlaamse Overheid via het IWT.
De stad kan het oplaadeiland ook zelf testen, want ter gelegenheid van de ingebruikneming van het oplaadeiland kreeg de stad van Eandis ook een elektrisch voertuig ter beschikking gedurende 3 maanden.
Elektrische mobiliteit stimuleren
In Vlaanderen rijden ongeveer 3,7 miljoen voertuigen, waarvan 3,1 miljoen personenwagens. Jaarlijks samen goed voor 56,4 miljard kilometer en 16 miljoen ton CO2-uitstoot. Eén van de opties om over te schakelen naar een efficiënter en duurzamer energiegebruik, is de vervanging van voertuigen op fossiele brandstof door elektrische voertuigen en de uitbouw van oplaadeilanden voor elektrische voertuigen. Eandis wil daartoe, samen met de steden en gemeenten, binnen het EVA-project een voortrekkersrol spelen.
Op maandag 24 september 2012 mocht Burgemeester Bart Somers officieel de eerste stekker in het stopcontact steken van het oplaadeiland aan de Veemarkt te Mechelen. Dit oplaadeiland kadert in het EVA-project dat is opgestart om de steden en gemeenten te ondersteunen in hun milieuambities.
Mechelen heeft een uitgesproken ambitie op dat vlak. Bart Somers: “Mechelen wil een klimaatstad worden. Wij moeten dus op vele vlakken het voortouw nemen en creatief zijn. Dit project is één van de concrete doelstellingen die passen in een geïntegreerd klimaatplan dat we de komende jaren willen opstellen. Alvast onze eigen werking en stadsdiensten moeten zo snel mogelijk evolueren naar een zero uitstootbalans.”
Het EVA-project (Elektrische Voertuigen in Actie) is een project gesteund door Vlaams minister Ingrid Lieten, bevoegd voor onder meer innovatie, met financiële steun van het IWT, het agentschap voor Innovatie door Wetenschap en Technologie. De Kernpartners van EVA zijn Eandis, Telenet, Blue Corner, 4IS, Federauto, Ugent en VUB.
Eandis wil dit jaar op 71 locaties gefaseerd gelijkaardige oplaadpunten uitbouwen om zo te komen tot een netwerk van oplaadeilanden verspreid over Vlaanderen. Op die manier kan er invulling worden gegeven aan de doelstellingen van het EVA-project om binnen een straal van 20 km of binnen 20 minuten een oplaadpunt binnen bereik te hebben.
Maar Eandis gaat nog een stap verder. Het distributiebedrijf van 7 Vlaamse gemengde distributienetbeheerders voor elektriciteit en aardgas – waaronder Iverlek – heeft een aantal elektrische voertuigen aangekocht om uit te lenen aan openbare besturen. Het is de bedoeling om deze openbare besturen kennis te laten maken met de eigenschappen en de mogelijkheden van elektrische wagens.
De elektrische wagen die op 24 september 2012 aan het stadsbestuur van Mechelen is overhandigd, is een Renault Kangoo ZE. De stad kan 3 maanden lang gratis gebruik maken van deze wagen. In de wagen is de nodige apparatuur geïntegreerd waardoor het rijgedrag wordt geregistreerd om op die manier bij te dragen tot studies over elektrische mobiliteit.
Oplaadeilanden, een uniek concept?
Op publiek domein worden de oplaadpunten gegroepeerd in zogeheten oplaadeilanden. Automobilisten met een elektrisch voertuig hebben de keuze om op te laden met een klassiek stopcontact op een voeding van 16 ampère, ofwel met een aangepast stopcontact op 32 ampère, naargelang van de technische specificaties van hun voertuig. Op 32 ampère is een lege autobatterij gemiddeld in 2 uur opgeladen.
Elektrische fietsen en scooters kunnen met 6 tegelijk opladen. Afhankelijk van de toestand van de batterij zullen ze 30 minuten tot 4 uur nodig hebben om de batterij volledig op te laden.
In ieder oplaadpunt wordt een Telenet Hotspot geïntegreerd. Zo kunnen de bestuurders hun mails beantwoorden, Facebook checken of de krant online lezen tijdens het opladen. Via een vaste internetlijn voorziet Telenet connectiviteit tussen de oplaadpaal en zijn achterliggend beheersystemen.
